
The Harlingen High School Rotary Interact Club
In 2008, Harlingen Mayor Chris Boswell convened a citizen’s committee to research the growing problem of youth engaged in anti-social behavior in Harlingen, Texas.
As a result of a year long study and community meetings several answers to this crisis were developed. The Community Justice Center has come about as a means to develop the spirit of “inclusion” as opposed to “exclusion” of those living on the edge.
By providing the structure that creates the bridge between adults and youth, races, religions, education and social status, this center provides the opportunity where all can come together with the vision of inspiring each other by sharing time and talents in order to support and encourage great mutual respect for each other.
Mission Statement
It is the mission of the Cameron County Juvenile Justice Department and the City of Harlingen to work in partnership with other entities to provide a comprehensive range of community based programs for the purpose of providing opportunities for success to the youth and young adults of our community.

Why get involved?
There is not a neighborhood in Harlingen that is not within a block to a few miles of troubled individuals or a gang of young people who are struggling, disheartened, angry and lost.
There is a lack of respect for others, rebellion against authorities and disruption amongst peers such as fellow students in our schools.
Some of these young people have nothing to lose and see nothing to move forward to which makes this a critical issue in our community.
The partnership between the City and Juvenile Justice Department has made great progress and is committed to creating the Harlingen Outreach Center. Please show your support.
